The
office property market
THE
OFFICE PROPERTY MARKET
Shanghai is the commercial
and financial hub of Mainland China and there is a large and growing
market for office space. Prior to 1995, there was a very limited supply of
good quality office space and, as a result, office rents were extremely
high. Supply grew quickly in the middle and late 1990's due to a
significant release of commercial land by the Chinese government earlier in
The decade. The rapid growth in supply combined with weakness in demand
caused by the Asian financial crisis and uncertainty about the Chinese
economy led to a dramatic increase in office vacancy rates and a corresponding
drop in rental rates in the period from 1996 to 1999. Since 1999 however,
thanks largely to a booming local economy and China's entry into the WTO,
demand for office space has grown faster than supply and rental rates have
risen steadily.
KEY
MARKET STATISTICS
Despite the huge
amount of development activity that is evident everywhere in Shanghai, it is
expected that the annual increase in demand (absorption) will outpace new
supply until at least 2005-2006. This continued imbalance will further
reduce vacancy rates and put upward pressure on rental rates for at least
the next year or two. At the end of 2003, the vacancy rate for 'A grade
office space in Shanghai
was approximately 9%. Given projected supply and demand, the vacancy rate
is expected to drop to approximately 7% by the end of 2004. The average
gross rental rate for 'A grade office space is approximately US$22.00 per
square meter per month (approximately US$24.50 per square foot per year)
and is expected to increase by 10% to 15% by the end of 2004. There is
approximately eight million square meters of office space in Shanghai of which
about 1.94 million square meters is classified as 'A' grade.
OFFICE
LOCATIONS
There are five main office districts in Shanghai – Nanjing Road West, Central Huaihai Road, Hongqiao,
Huangpu and Lujiazui. All but the last of these, Lujiazui, are on the Puxi
(east) side of the Huangpu
River. Lujiazui is on
the west side of the river in Pudong and was constructed almost entirely
during the last ten years. Lujiazui is home to most finance related
companies in Shanghai
as well as all of the major banks. Strong demand for office space and the
scarcity of land in traditional locations has led to the emergence of new
office areas such as Xintiandi, North Bund and several suburban technology
parks. Previously occupied almost exclusively by manufacturing companies,
Suburban locations are now being considered by traditional Office users as
a means to escape rising downtown rents. In addition to lower rental rates,
companies located in the suburbs frequently receive favorable tax treatment
from the local authorities. The current lack of public transportation makes
locating in the suburbs a difficult choice for many companies but Shanghai's rapidly
growing transit infrastructure is expected to reduce this problem hit's
next few years.
